The interpretation of this document has been controversial ever since its original publication by Elkan Nathan Adler (with numerous errors) in "The Installation of the Egyptian Nagid" JQR (1897), 717–20.
Probably from Mivḥar b. Yefet to the judge Natan b. Shelomo ha-Kohen. The scribe is identified based on handwriting as well as the unusual phrase יגיע אלי which introduces the address here and in T-S 6J5.21 (PGPID 7613).
