He sent the letter with Abū ʿAlī.
الخادم محمد بن علي كلامها املى — so maybe Muḥammad b. ʿAlī dictated the letter? Reused for an Aramaic targum of Zekharya.
Discusses the education of 'the children of the community' (awlād al-ṣibbur). Only the upper part of the letter is preserved here.
