Draft of the beginning of a letter to a woman addressed as "al-Sitt al-Fāḍila." Probably written by Ḥalfon b. Elʿazar ha-Kohen, active in the early 13th century. Nearly identical opening formulae as T-S 10J15.23 (PGPID 2864). Seems to be the same hand, too, though "al-fāḍīla" is spelled three different ways in these two letters: אלפצלה/אלפאטלה/אלפאצלה.
