Probably an official report in Arabic script. Approximately 6 lines are preserved, but very faded and hard to read. Needs examination. Reused on verso for a list of names (likely a contributions list) with numbers in Judaeo-Arabic: al-Rashīd Elʿazar... Abū l-Munā b. Sālim... al-Nafīs al-Qūṣī... Ibn al-Thiqa... Abū l-Ḥasan.... (This list also bled through to recto, where some of the words are more legible as mirror images than as the originals on verso.)
