Official document, in Arabic script. The script is extremely difficult to follow, but it seems to be related to an iqṭāʿ as mentioned on the verso. Also mentions "khāliṣat Amīr al-Muʾminīn", and "yanhaḍ al-khidma". Merits further examination.
