Informal note in Arabic script. Has the glyph, signifying a basmala. The handwriting is relatively straightforward but the subject matter is difficult to figure out. Begins with "yākhudh ʾilā al-shaykh al-ajal marākib bayt al-sādāt", (or bayt al-sijill) most likely referring to state-owned ships. Also mentions "kutub ahl al-dhimma". Needs examination.
