الوصف
State document, in Arabic script. A decree concerning the monks at Mt. Sinai. The vizier Ṭalāʾiʿ orders the amīr ʿIzz al-Mulk Saʿd al-Dawla wa-Fārisuhā, governor of al-Ṭūr, and his eventual successors that the bishop of Mount Sinai and his monks be protected, newly established taxes be abolished, and the palm-trees of the monastery not interfered with.

- وابنائه المنتظرين السيد الاجل
- الملك الصالح ناصر الائمة كاشف الغمة
- امير الجيوش سيف الاسلام غياث الانام
- كافل قضاة المسلمين وهادي دعاة المؤمنين
- ابو الغارات طلائع الفائزي
- وتضمينه انه لما نراه من نشر رداء
- العدل والاحسان واكتناف الامم المتغايرة
- بالعطف والحنان وشمول الملي والذمي
- بما يصلح منهم الاحوال ويبلغهم في السكون
- والامنة نهايات الامال نعتمد كافة
- الرعايا بما يصونهم من اسباب الاذى والاضرار
- ويخفف عنهم الاثقال الباهظة والاضار
- سيما من كان للرهبانية متبتلا
- وعلى التفرد مقبلا والى بيوت العبادات
- منقطعا وعن مكاثرة الناس متقبضا متجمعا
- ولما كان اسقف طور سينا ورهبانه
- مع قدهم هذه القصود وسلوكهم
- معمن يعبر في تلك الجهة من الحجاج وغيرهم
- المسلك المحمود اكدنا القول في رعايتهم
- وجددنا الامر بملاحظتهم وحماية جانبهم
- وتيسير مطالبهم والاستمال عليهم
- والاقبال باوجه الصلاح عليهم وحسم مواد
- المضار عنهم ومنع كل اذى من ان يطور بهم
- او يدنو من ناحيتهم وحملهم على ما يقضي باستقامة
- شؤونهم واستيثاب جميع امورهم وشمول
- الصون والملاحظة لكبيرهم وصغيرهم وابطال
- الرسوم التي يحدثها الولاة عليهم والمغارم التي
- يصل بها الاذية اليهم ونسخ احكامها وازالتها
- عنهم وتعفية اثارها وتجنب العسف بهم
- والاحجاف وترك العدول بهم عن مناهج
- العدل والانصاف وان لا يعترض نخل الدير ولا تمتد اليه يد اذية
- فمن قراه او قرئ عليه من الامير المكرم عز الملك
- سعد الدولة وفارسها ذي العزين صنيعة امير المؤمنين
- متولي الحرب بالحصون الطورية وكافة الامراء الذين
- يتولونها بعده ادام الله سلامتهم
- فليمثل هذا المرسوم ويخفف الوطء عن
- الاسقف والرهبان المذكورين ليعتمدهم لما
- يؤدي الى حفظهم في انفسهم واموالهم وجميع ما
- يختص بديارتهم وليحذر من تكليفهم مغرما
- او خسارة او الزامهم بكلفة او ضيافة وليكف
- من يقصدهم باضرار او اخافة وليمنع من
- يلتمس منهم مؤونة او رسم قصيم او يخرج بهم
- عن السنن الواضح المستقيم
- وليعلم هذا وليعمل به ان شا الله عز وجل
- وكتب لاحدى عشرة ليلة بقيت من المحرم سنة ثلث وخمسين وخمسماية
- الحمد لله وحده وصلى الله سيدنا محمد واله
- الطاهرين وسلم تسليما
- حسبنا الله ونعم الوكيل

- ] and expected descendants, the Most Excellent Lord,
- Helper of the Imams, Averter of Misfortune,
- Commander of the Armies, Sword of Islam, Succour of Mankind,
- Protector of the Kadis of the Muslims, Guide of the Dāʿīs of the Believers,
- Abū’l-Ghārāt Ṭalāʾiʿ al-Fāʾizī;
- and [he ordered] to include in it as follows: Whereas it is our opinion that we ought to spread out the cloak
- of justice and kindness, and embrace by our mercy and affection the different religious communities,
- and comprise Muslims and non-Muslims
- in measures aiming at the improvement of conditions
- and at fulfilling all that they can hope for in the way of restfulness and safety, we act so as to grant to all the
- subjects protection from damage and harm,
- and relief from burdens and loads weighing them down,
- more especially to those who retire to lead a monkish life,
- are desirous of being solitary, spend their days in the houses of worship
- and refrain and abstain from holding conversation with men.
- And whereas the bishop of Mount Sinai and his monks
- are behaving thus,
- and in addition deal in a praiseworthy manner with the pilgrims and others
- who pass through that region, we confirm our intention to safeguard them
- and renew our instruction to attend to them and protect them,
- facilitate their business, encompass them
- and promote their welfare, keep away from them
- harm and prevent damage from reaching them
- or coming near them, treat them in a manner conducive
- to their prosperity and the thriving of their affairs,
- and that protection and attention should comprise both small and great amongst them; that impositions
- newly introduced by governors and fines which cause
- them harm be abolished, declared inoperative, done away with,
- and their traces be obliterated;
- that they be not treated unjustly and with tyranny,
- and the ways of justice and equity be not abandoned in regard to them; that the palm-trees of the monastery be not interfered with, nor touched by damaging hands.
- Let the Noble Amir, Glory of the Kingdom, Fortune of the Empire
- and its Knight, Owner of the Two Glories, Servant of the Commander of the Faithful,
- military governor of the fortresses of al-Tūr, and all amīrs
- who will be governors after him (may God prolong their welfare),
- who read this, or to whom this is read, obey this order and deal leniently
- with the aforesaid bishop and monks, and treat them in a way conducive
- to the protection of their persons and property and whatever
- belongs to their monasteries, and beware of charging them with fines or expense,
- or oblige them to pay charges and offer hospitality, restrain
- those who would cause them harm or terrorize them, and prevent those
- who would obtain from them sustenance or unjust imposition, or leave in treating them
- the clear and straight path.
- Let cognizance be taken of this and let it be acted upon, if God wills.
