Petition or report. Bottom ~10 lines are preserved. Difficult handwriting. The first line may begin with the words "umūr al-thaghr." Mentions a paper trail and reference to previous communications "yaṣdur ʿan ḥaḍratihi l-jalīla".Reused for piyyuṭ on verso. Needs examination.
