Official document of some sort. May be headed "makhzūma." Above that, there is an ʿalāma (al-ḥamdu lil-lāhi rabbi al-ʿālamīn). Refers to money exchange (ṣarf) and possibly the treasury (al-dhakhīra al-sharīfa, though looks like it is written الذخرية rather than الذخيرة), and at least twice to "the millers" (al-ṭaḥḥānīn). Needs further examination.
