Letter/petition addressed to a notable. In Hebrew (for the poetic opening) and Judaeo-Arabic (for the body). In a typical 11th or early 12th century hand. Wide line spacing. Mentions the addressee's beneficence (inʿām). The bottom line refers to the late Yoshiyya Gaʾon (יאשיה ראש הישיבה זלהה), perhaps the sender or addressee is his descendant. Needs further examination.
