Decree in Arabic script. The beginnings of two lines are preserved and the tops of some letters from a third line: bi-muqtaḍā mā huwa... man aʿānahu min... Reused for Hebrew liturgy (something for Shemini ʿAṣeret on verso and the Haggada on recto).
