Letter addressed to "ha-Rav ha-Gadol." In Hebrew. It seems that the sender heard from "one of the poor" (אחד מן הענ[יים]) who was told to be silent (שישקוט) or more likely to pay a certain amount (שישקול). The sender, perhaps a local communal leader, was distressed by this. He understands that "he pays in Fustat 2 dinars." So maybe this person was being charged for the capitation tax again even though he has already paid in Fustat. The sender asks for "good news" from the addressee regarding this person.
