Likely a letter fragment. Mentions someone who "dispersed" a group of people; Abū Manṣūr al-Ḥalabī and Ibn [...]; a prayer for God's vengeance; the phrase "maʿāshir Yisraʾel" typical of a speech addressing a community; Rosh ha-Shana; the "dispersed, fleeing, oppressed" people again; and how the writers "have had to resort to appealing for help"; and "blood and money." The original document was significantly larger and all of the context is lost. Reused on recto for a commentary on Genesis.
