Description

Copy and/or draft of a letter in Ottoman Turkish, addressed to "Lord Cowan General" (قوان/Cowan). The Ottoman Empire (Devlet-i ʿAliye), "England," and "France" are all mentioned as state entities in the second line. Based on the paleography, international context, and honorifics, this fragment is possibly a copy of a letter that was sent to Walter Cowan (b. 1871–d. 1956 CE) who commanded British naval forces on the Nile in the late 1890s. (MCD with information provided kindly by Özgen Felek) Latin-script transliteration (Özgen Felek ed.): "Lord Kowan Ceneral’e (General) gidecek mektubun suretidur Devlet-i aliyyenün müttefiki olan İngiltere devleti tarafından Franca’da [...] masaliha-i amme[nin] tasdiknamelerin mübadelesi ..… tarihinden itiba[ren] ….. [kuvvetleri?] tarafından tahliye olunacağı şart ve karar virildiğinden …."

Because it has been decided and laid down as a condition, by the State of England which is an ally of the Sublime [Ottoman] State, that the exchange of certificates/letters of confirmation of public affairs in France…. from the date of… will be discharged/released by [military forces?]….
