Petition, probably. In Arabic script. Only one line and a couple words from the line below are preserved. "irtifāʿ mā. . . lā yadillu ʿalayhi. . . ʿabduhu." Reused for Hebrew literary text (same scribe as T-S NS 111.63 and many others).
