Verso seems to be comprised of two or three documents pasted together. One of them looks like an Arabic (state?) document. Another looks like an official/communal letter in Hebrew with wide line spacing; the first few words of ~7 lines are preserved. It seems like the content is mostly formulaic praises and blessings. Dating: likely 12th century. Reused on recto for piyyuṭ.
